Draw Over Other Apps Not Showing All Apps

unable to figure out how to give display over other apps to the applications i want.
i am unable to find the apps in the list given in the settings
for example in the screenshot i cannot find whatsapp as i wanted to give display over other apps permission to that.
but i have whatsapp installed in my mobile. this is helpful while video calling to use Multiple apps.
same problem with instagram

The "display over other apps" is an app specific requirement. Apps which need such permission, would be listed and others wont.

Check the Picture in Picture setting. That is used for Video calling.

You are looking at the wrong settings, what you need to look at is PiP (picture-in-picture)

in picture in picture i have allowed the permission but during a video call when i go to home its shutting off the camera rather than being in PiP which would allow me to use multiple apps

Maybe something on Whatsapp's side then... What app version do you use? works for me on 2.20.89
